Teams apply to join through the Secretary. New teams are accepted by the committee before the fixtures for a season are drawn.

  3. 3.3

Every team, and every registered player, agrees to be bound by this constitution and the League's rules for the season.

  4. 3.4

A team leaving the League shall tell the Secretary in writing. A team that leaves has no claim on the League's funds or property.

Section 4Officers and committee

The officers of the League are the Secretary and the Treasurer.

  2. 4.2

The League may also appoint people to these roles:

    • Handicap Administrator
    • Website Administrator(s)
    • Competitions
  3. 4.3

The committee is the officers, the people in the roles above and the committee members elected at the AGM.

  4. 4.4

Officers, roles and committee members are elected or confirmed each year at the AGM. If a post falls vacant during the season, the committee may fill it until the next AGM.

  5. 4.5

The current officers and committee are listed on the website.

Section 5The committee

  1. 5.1

The committee runs the League between AGMs. It sets match formats, draws the fixtures, runs the competitions and deals with any matter these documents do not cover.

  2. 5.2

The committee meets monthly. Business may also be done in the committee's WhatsApp group between meetings.

  3. 5.3

Decisions are by a simple majority of committee members voting. The Secretary has a casting vote if the vote is tied.

  4. 5.4

A committee meeting needs at least 4 committee members present to make decisions.

Section 6Annual General Meeting

  1. 6.1

An AGM shall be held each year before the summer league starts.

  2. 6.2

    The AGM shall:

    • receive the Secretary's report on the season
    • receive the Treasurer's report and statement of accounts
    • elect the officers and committee
    • decide proposals to change the constitution or the rules
    • deal with any other business on the agenda
  3. 6.3

The Secretary shall give every team at least 21 days' notice of the AGM. Proposals for the agenda must reach the Secretary at least 14 days before the meeting, and the agenda shall go to every team at least 7 days before it.

  4. 6.4

Each team has one vote, cast by its captain or a nominated representative. A team that owes the League money may not vote.

  5. 6.5

The AGM needs representatives of at least half the teams present to make decisions.

  6. 6.6

A special general meeting may be called by the committee, or at the written request of at least three teams, with 14 days' notice.

Section 7Money

  1. 7.1

Each team pays a fee for each league it enters: £50 for the winter league and £30 for the summer league, paid before the first block of fixtures. The fees pay for trophies, engraving and the League's running costs.

  2. 7.2

Competition entry fees are £3 per competition.

  3. 7.3

The Treasurer keeps proper accounts and presents a statement of accounts to each AGM.

  4. 7.4

A team or player who owes the League money by the start of the season may not play in the League or its competitions until it is paid.

Section 8Rules

  1. 8.1

The League's playing rules are set out in the rule book, which forms part of this constitution.

  2. 8.2

The constitution and the rules may be changed at an AGM or special general meeting, by a majority of the votes cast.

  3. 8.3

Between AGMs the committee may make a temporary change to the rules where it is needed for the season to run. The change must be put to the next AGM to be confirmed.

  4. 8.4

Where the rules are unclear or do not cover a situation, the committee's decision is final.

Complaints about a player's or team's conduct shall be made as soon as possible to an officer, and raised at the next committee meeting.

  2. 9.2

Anyone complained about is entitled to put their case to the committee before a decision is made.

  3. 9.3

The committee may give a warning, deduct points, suspend a player or team, or expel them from the League.

  4. 9.4

A committee member involved in a complaint takes no part in deciding it.

Section 10Website, data and communication

  1. 10.1

The League publishes team names, fixtures, results, scores, player names, handicaps and breaks on its website. It does not publish addresses, phone numbers or email addresses.

  2. 10.2

A player who does not want their full name shown may ask the Secretary, and it will be shortened or removed.

  3. 10.3

The League's WhatsApp groups and Facebook group are for League business. As agreed at the 2026 AGM, issues are to be raised in a shared, respectful way.

Section 11Trophies and presentation

  1. 11.1

Trophies belong to the League. Holders keep them in good condition and return them when asked.

  2. 11.2

Section 12Winding up

  1. 12.1

The League may be wound up only by a general meeting called for that purpose, by a two-thirds majority of the votes cast.

  2. 12.2

After any debts are paid, the meeting shall decide how the League's remaining money and property are used, for the benefit of snooker in the area.
